The Food and Civil Supplies Department of Uttarakhand is functional since the reorganization of the state, and it has adopted the operational structure identical to the erstwhile state of Uttar Pradesh.
The State is divided into two regions Garhwal and Kumaon. One Regional Food Controller for procurement and distribution and One Assistant Commissioner for distribution at each of these regions overlook the operations. The Commissioner’s Office at Dehradun supervises the entire operations. 13 District Supply Offices (DSO’s) situated in each district form the implementation arm of the schemes.
For achieving smooth functioning of the PDS, the Food & Civil Supplies department works using the following three wings.
Marketing Wing
The marketing wing is a department of the government inter-alia charged with the responsibility of procuring the food grains for both the Central Pool and State Pool. The marketing wing is also entrusted to manage the state go-downs of the entire state. However in hill regions the marketing wing does not manage the state go-downs due to inadequate strength of officials whom it can depute in the hill region, therefore, it is the department of food and civil supplies which manages and runs the state go-downs in the hill region. Regional Food Controller (“RFC”) is head of Marketing Wing.
Supply Wing
The supply wing is responsible for transportation from base go-down to internal Go-downs, storage in internal go-down and distribution through Fair Price Shops. District Food and Supply Officer (DSO) is the senior most officer of Food and Supply Department in a district in the Supply Wing. The main responsibilities of supply wing are as below:
